Minutes 09/01/09, 09/08/09

September 1, 2009

 

The Morris County Commissioners met on Tuesday, September 1, 2009, at 9:00 a.m., all members present.

 

The minutes of the August 25th meeting were approved (Revere, Hay) as corrected.  Motion carried.

 

Resolution No. 2009-13 setting a refund policy for county offices was adopted and approved (Hay, Revere).  It will be effective upon publication.  Motion carried.

 

Tax abatement orders 2008-120 through 2008-124 were approved.

 

Jim Reagan, administrator, gave the monthly hospital report.  There were 43 emergency runs made by the ambulance service during the month of August.

 

Cheri Baker, member of the Pride Committee, reported the fall clean-up for residents of Council Grove and the city lake will be held during the month of October.  The committee will coordinate the activity with the Solid Waste Department.

 

Commissioners sent a letter of thanks to Bill Swofford for maintaining a portion of the

lake road by mowing, trimming and picking up trash for the past 17 years.   Mr. and Mrs. Swofford will be moving from the area in October.

 

Scrap metal and old battery bids were opened and reviewed as follows:

The bids from Gibson Recycling for scrap aluminum and old batteries were accepted, and the white goods/scrap iron bid from Bohm Farm & Ranch was accepted.

 

John Lee gave the weekly reports of the noxious weed and solid waste departments.  He reported that the old landfill site has been seeded to grass.

 

Jeff Blosser, road engineer, gave the weekly report of his department’s activities which include mowing, ditching, bridge repairs and culvert cleaning.  The new tire machine has been delivered and set up.  The letting for bridge project north of Dunlap has been moved up to October 21st.

 

The county was given approval by KDHE to open a temporary burn site near the Skiddy Rd due to the volume debris of trees and brush created by the August 10th storm.  The approval will expire on February 28, 2010.

 

Tom Bennett, BG Consultants, presented a proposal for construction engineering services for the bridge project near Dunlap (64 C-4570-01).  The proposal for a maximum of $53,175 was approved (Hay, Revere) and will be sent to KDOT for final approval.  Motion carried.

 

Quotes for culvert pipes and mental bridge decking were received as follows:

                                    __J & J Drainage - $3,532.33         

                                    __Welborn Sales - $4,260.00

 

The quote from J & J Drainage was accepted (Revere, Hay).  Motion carried.

September 8, 2009

 

The Morris County Commissioners met in regular session on Tuesday, September 8, 2009, at 8:30 a.m.; Commission Hay was absent.

 

The minutes of the September 1st meeting were approved (Revere, Jost) as presented.  Motion carried.

 

TinaRae Scott introduced Genevieve Nichols as the new Morris County/Council Grove Chamber of Commerce and Tourism Director.   They reviewed upcoming events and activities the agency will be participating in to promote the county.  

 

John Lee gave the weekly solid waste and noxious weed reports.

 

Vendor bills for the month of August were approved for payment for all county departments.

 

Jeff Blosser, road engineer, gave the weekly report of his department’s activities which include mowing, ditching, bridge repairs and culvert cleaning.   Blosser presented quotes for a culvert pipe to replace a box culvert on Helmick Rd as follows:

                        __J & J Drainage    $5,832.00                 

                        __Welborn Sales     3,343.50

The lower bid from Welborn Sales was accepted (Revere, Jost).  Motion carried.
