Minutes 10/20/2009 & 10/27/2009 October 20, 2009
The Morris County Commissioners met on Tuesday, October 20, 2009, at 9:00 a.m., all members present.
Commissioner Hay reported on a Steering Committee/Technical Management Team meeting he attended recently on a Regional Planning Organization Project in Junction City.
Peggy Choate, Superior Systems, discussed the current method of obtaining weight tickets on trash collected from residents at Kahola Lake on the Chase County side. The company will continue with its current system of collecting and disposing the trash in the Morris County transfer station.
Sheriff Coover reported he will not be able to order a vehicle through GSA at this time. He will consider ordering a 2010 vehicle when information is available.
Geneva Mason, District Court Clerk, requested permission to have ceiling fans installed in the courtroom and her offices. She will obtain quotes before a decision is made.
John Lee gave the weekly solid waste and noxious weed reports.
Shelly Lautt, secretary, gave the weekly road and bridge report. The county engineer was working on a project near Dwight.
A public hearing was held on the county’s proposed project to designate and sign minimum maintenance roads in Township 15. Offering comments, either in person or by letter, on the county’s intent to sign minimum maintenance roads in Township 15 included Larry and Kathy Cordell, Loyola Seth, Laryl Seth, Brent Konen, manager of Wildlife & Parks and Rick Sellers, lake manager, Corps of Engineers. It was noted that the current status of the roads published will not change. They will continue to be open for public access; however, they meet the county’s criteria to be designated as minimum maintenance. Final action was tabled until next week’s meeting.
The minutes of the October 13th meeting were approved (Hay, Revere) as presented. Motion carried.
Jennifer Kassebaum, emergency management coordinator, reviewed questions on the All Hazard Mitigation Plan that pertain to the unincorporated areas of the county.

October 27, 2009
The Morris County Commissioners met on Tuesday, October 27, 2009, at 9:00 a.m.; all members present.
Darrell L. Miller was appointed (Revere, Hay) as the county’s non-lawyer representative on the 8th District Judicial Nominating Committee. Motion carried. Miller will replace C. Dale Rein who resigned the position and moved out of the area.
Sheriff Coover reported that a patrol vehicle was damaged when it hit an Angus bull near K-4 and J Ave. Coover also reported on an incident involving two Morris County inmates housed at the Chase County Jail.
John Lee gave reports for the solid waste and noxious weed departments.
Jennifer Kassebaum, emergency management coordinator, reported that the county’s emergency operations plan (CEOP) has been approved by the Kansas Department of Emergency Management (KDEM)
The county received notification of approval from KDEM of a Hazardous Materials Emergency Preparedness grant in the amount of $2,000. Morris County will provide an additional $500 in-kind or cash match to conduct a hazmat exercise.
Jeff Blosser, road superintendent, gave the weekly road report. Beachner Construction Co. was awarded the contract on the Dunlap Bridge project (64 C-4570-01). The county will execute paperwork on the project in the near future.
Preliminary figures for damage to roads and bridges due to flooding during the period of April 25-May 16, 2009 total $271,025. The county will receive 75% of the damage estimate, or approximately $203,000 from FEMA.
Quotes were accepted (Hay, Revere) from Welborn Sales for two aluminum box culverts to be installed at 2700 Rd and AA Ave and 700 Rd and Donnon St. for a delivered cost of $26,863.25 and $16,864 respectively. Motion carried. The county will be reimbursed 75% of the cost of the culvert being placed at 700 Rd and Donnon.
Resolution No. 2009-14 as published was adopted (Hay, Revere). The roads located in Township 15 and listed in the Resolution were designated as minimum maintenance roads and will be signed as such. Motion carried.
The monthly department head meeting was held with various topics discussed.
