Minuets 2/2, 2/9 & 2/16/2010 February 2, 2010
The Morris County Commissioners met on Tuesday, February 2, 2010, at 8:30 a.m.,
all members present.
Vendor bills for the month of January were approved for payment.
Commissioners recessed (Hay, Jost) from 10 a.m. until 11:00 a.m. to attend a meeting
in the courthouse meeting room with representatives from the K-State Department of Agricultural Economics. Motion carried. An Envisioning program and how it will
benefit communities was discussed. The Morris County/Council Grove Chamber of
Commerce & Tourism has applied to be a pilot community in the new program.
The minutes of the January 26th meeting were approved (Hay, Jost) as presented.
Motion carried.
The county treasurer presented monthly financial reports.
John Lee gave the weekly reports of the noxious weed and solid waste departments.
Action was taken (Jost, Hay) to charge out of county businesses $100 per year to
collect cardboard and other items for disposal at the Morris County recycling center.
Motion carried.
Jeff Blosser, road engineer, gave the weekly report of his department’s activities.
Blosser was authorized (Hay, Jost) to go to Oregon to look at used tandem axle
dump trucks. Motion carried.
Jennifer Kassebaum, emergency management coordinator, discussed the county’s
chances of receiving recovery funds due to the December snow storms with FEMA.
It is anticipated that Morris County may not qualify since it did not meet the record or
near record snow fall in a three day period requirement

February 9, 2010
The Morris County Commissioners met on Tuesday, February 9, 2010 at 9:00 a.m.; all members present.
Jeff Blosser, road engineer, presented a report of his department. Blosser received notice from KDOT that the letting for bridge project 64 C-4540-01 has been moved up to November, 2010. The project site is located northeast of Council Grove approximately four miles.
Blosser was authorized (Hay, Jost) to purchase three tandem axle dump trucks equipped with snow plows and sanders at a delivery cost of $40,500 each for a total of $121,500 from Woodpecker Truck & Equipment Inc, Pendleton, Oregon. Motion carried.
Quotes were received for 5,000 gallons of winter blend diesel and 3,000 gallons of regular unleaded fuel as follows:

The quotes submitted by Farmers Coop were accepted (Jost, Hay). Motion carried.
Jennifer Kassebaum, emergency management coordinator, gave a department report. Upon her recommendation action was taken (Jost, Hay) to execute an agreement with the Northeast Regional Homeland Security Council for a reverse 911/call notification system. Motion carried. Funds for the project are provided by Homeland Security.
A second planning meeting for the county’s Hazard Mitigation Plan is scheduled for February 22nd. Representatives from E-FM will make a presentation.
Commissioners plan to develop a survey to send to all residential and commercial property owners to get opinions on funding the recycling program.

February 16, 2010
The Morris County Commissioners met on Tuesday, February 16, 2010 at 9:00 a.m., all members present.
Commissioners received a request from Kay K. Lauer to vacate a portion of DD Ave between 1600 Rd and 1900 Rd. Landowners in the area were asked to appear for an informal meeting to offer comments about the proposed vacation. Attending the meeting included landowners, Mrs. Max Stroda, Janet Barrett, Adrian Vogel, William Lauer II, Kay K. Lauer, William Kassebaum, Ray Ellerman, Ray Crawford, Carol Jory, Ross Jory, and attorneys Brenda Bell, Charles Rayle and Greer Lange. Jeff Blosser, road engineer, was also in attendance.
All landowners except Mrs. Jory were in favor of vacating the road. By law, only two contiguous miles of road may be vacated at a time. Mrs. Jory would not oppose vacating the road if concessions were made regarding other roads adjoining her property. She would be willing to donate land to reopen a road that was vacated over ten years ago.
The road engineer gave his weekly report. The site for the new county shop at White City has been cleaned up and ready for the construction. The existing concrete floor will be used in the new building.
The county’s preliminary biennial bridge inspection report has been delivered for review.
Jennifer Kassebaum, Emergency Management Coordinator, gave a report of her department. She has attended a Continuity of Operations Plan (COOP) training session and will visiting with county department heads about completing plans for their offices.
The annual storm spotters training will be held on February 18th. A review of designated storm shelters will be held. The Red Cross is required to inspect potential facilities before they can be designated as storm shelters.
A proposed project of the Northeast Regional Homeland Security Council is to upgrade a communications tower in the Dwight area.
John Lee gave the weekly report of the solid waste and noxious weed departments.
Commissioners sent a letter in support (Hay, Jost) to the Middle Creek Watershed District to be included in the agency’s application for federal stimulus funds to build a watershed structure. Motion carried.
Several tax abatement orders were approved.
Regarding the request by Mrs. Lauer to close a portion of DD Ave, Commissioners passed and adopted Resolution No. 2010-05 (Jost, Hay) to vacate that portion of DD Ave between 1700 Rd and 1900 Rd. A formal hearing will held on March 16th at 1:40 p.m. Motion carried. By law, only two miles of contiguous road may be vacated at a time.
