Minutes 3/30/10 & 4/6/10 March 30, 2010
The Morris County Commissioners met on Tuesday, March 30, 2010 at 9:00 a.m., all members present.
Sheriff Coover gave a department report.
A news story will be placed (Jost, Hay) in the Council Grove and White City newspapers explaining the recycling survey cards that were mailed recently. Motion carried.
Bids for a tract of hay land located in 28-16-6 were opened and reviewed. Two bids were received as follows:
§ William B. Smithson - $51.00
§ Clyde Waylan - $30.25.
Smithson’s bid was accepted (Jost, Hay). Motion carried.
Jennifer Kassebaum, emergency management coordinator, reported on a recent table top exercise conducted at White City. The training was led by Kike Paz-Torres, KDEM Exercise Specialist.
The minutes of the March 23rd meeting were approved (Jost, Hay) as written. Motion carried.
Larry Cordell discussed the effects of dicamba, a herbicide used to control weeds and brush. He would like to see better labeling on chemical products.
John Lee gave a report of the solid waste and noxious weed departments.
Jeff Blosser, road engineer, gave his weekly report. He gave a summary of work needed to county roads due to snow and rains. An estimated cost to replace gravel on the roads is $512,000. Blosser was authorized (Hay, Jost) to negotiate a 30 day extension on a skid loader currently leased from KAN Equip. Motion carried.
A permit was granted (Jost, Hay) to TCT for the installation of new telephone lines in the area to T Ave and 2100 Rd. Motion carried.
A permanent easement was granted (Jost, Hay) to TCT for access across Lots 7-12, Block 28 in Delavan, to bury telephone cable. Motion carried.
A bi-monthly department head meeting was held with the following topics discussed:
§ The emergency management coordinator will develop identity
badges for county employees. They will be used for access to
the courthouse in the event of a disaster situation.
§ Training will be provided to department supervisors for completing
a continuity of operations plan (COOP) for their offices.
§ 2010 Change of Value notices will be mailed on April 1st.
§ The lower south parking area at the courthouse needs repairs.
§ A county-wide household hazardous waste collection will be held
on April 15th.
Ralph Mock submitted his resignation as a member of the Morris County Hospital Board, effective immediately because he and his wife moved from Wilsey to Council Grove recently. Commissioners accepted his resignation (Jost, Hay) with regrets. Motion carried.

April 6, 2010
The Morris County Commissioners met in regular session on Tuesday, April 6, 2010, at 8:30 a.m., all members present.
A Proclamation was adopted (Jost, Hay) designating April as Fair Housing Month. Motion carried.
Vendor bills for the month of March were reviewed for payment.
Jeff Blosser, road engineer, gave the weekly report of the road and bridge department. He was directed (Jost, Hay) to repair holes in the lower parking area. Materials are estimated to cost $1,500. Motion carried.
A permit was approved (Hay, Jost) and issued to Century Link for the installation of fiber optic lines on 1000 Rd between Sections 9-10 in Twp 14, Rg 8. Motion carried.
Laura Marks, Extension Director, introduced Chelsea Richmond, County Extension Agent. Marks reported that no protest petitions were filed in Morris County or Chase County in opposition of the organization of the proposed Flint Hills Extension District No. 13.
Commissioners executed an agreement with the Morris County Extension Council which allows the newly formed Flint Hills Extension District No. 13 to occupy office space in the courthouse without payment of rent.
Jim Reagan, administrator, gave the monthly hospital report. There were 43 emergency runs made by EMS during the month of March.
