May 11, 2010
The Morris County Commissioners met in regular session on Tuesday, May 11, 2010, at 9:00 a.m., all members present. Jim Reagan, administrator, gave the monthly hospital report. There were 47 emergency runs made by the ambulance department during the month of April.
Anita Salas and Ronna Godfrey, Community Corrections, asked to relocate client seating to a location outside the probation office due to space limitations. Proposed areas were reviewed with a final decision pending further review.
Jennifer Kassebaum, emergency management coordinator, and John Lee, solid waste manager, gave weekly reports
The minutes of the May 4 th meeting were approved as presented. Motion carried.
Marvin Barlow, road foreman, gave a weekly report of the road and bridge department. Activities included hauling rock, road grading, ditching, clearing trees, and installing new pipes. A status report of the Rock Creek Bridge project was given. The parking lot at the hospital will be included in the chip/seal schedule this summer.
Approximately 50 people attended the open house at the new White City shop last week.
A motion was made (Hay, Jost) to go into executive session at 1:18 p.m. for approximately 10 minutes to discuss a non-elected personnel matter with the road foreman and county counselor in attendance. Motion carried. Regular session resumed at 1:26. Commissioners supported (Hay, Jost) the termination of an employee in the road and bridge department. Motion carried.
Approval to grant a utility permit to TCT was tabled pending further review.

May 18, 2010
The Morris County Commissioners met in regular session on Tuesday, May 18, 2010, at 9:00 a.m., all members present.
Jerry Shubert, Carolyn Andres, Tom Jernigan and Jimmy Lerner were appointed (Diana, Hay) to the newly formed Flint Hills Extension District #13. Motion carried.
The terms for Shubert and Andres will expire in 2013. The terms for Jernigan and Lerner will expire in 2011.
Dan Bacon inquired about the procedure for installing cattle guards on a minimum maintenance road. The road engineer will look at the road in question.
Jeff Blosser, road engineer, gave a weekly report of the road and bridge department. The road crew is repairing a bridge located on 1500 Rd between J and H Ave.
Dick Goss, sales representative for Westfall O’Dell Truck Sales, presented information about new and used dump trucks. Mike Collins of Mack Financial Services gave information about a lease/purchase program.
Blosser was authorized (Hay, Jost) to look at used dump trucks at Lawrence and Hutchinson, and report back next week with recommendations. Motion carried.
A bi-monthly department head meeting was held with various topics discussed. The emergency management coordinator reported that call notification forms are now available on the county’s website. Individuals signing up can get severe weather alerts on their computer or phones.

May 25, 2010
The Morris County Commissioners met on Tuesday, May 25, 2010, at 9:00 a.m.
Commissioner Jost was absent in the morning to represent the county at a KDOT transportation meeting in Junction City.
Joseph Hurla, representing Energy Solutions, discussed grants available through federal ARRA stimulus funds for improvement projects that upgrade energy efficiency.
The deadline to submit a grant application is June 16 th.
Jennifer Kassebaum, Emergency Management Coordinator, reported that the first public meeting on the county’s mitigation plan was held on May 24th. A second hearing will be held in late June or early July.
The minutes of the May 11 and 18 meetings were approved (Hay, Revere) as presented. Motion carried.
Commissioner Jost joined the meeting at 1:25 p.m.
Jeff Blosser, county engineer, gave a report of his department. He presented information on several used dumped trucks, and made recommendations for the purchase of two trucks from Equipment Link in Hutchinson for $123,000 and one from a dealer in Wamego for $30,000. Blosser’s recommendation was accepted (Hay, Revere). Motion carried.
Commissioners approved an undated Cooperative Agreement with the Junction City-Geary County Health Department with respect to the Rural Lakes Region Local Environmental Protection Program.
