The Morris County Commissioners met on Tuesday, June 1, 2010, at 9:00 a.m.; all members present.
The minutes of the May 25 meeting were approved (Hay, Jost) as presented. Motion carried.
Jim Reagan, administrator, gave the monthly hospital report. There were 35 emergency runs made during the month of May.
Jennifer Kassebaum, emergency management coordinator, gave a department report.
John Lee gave the weekly solid waste and noxious weed reports.
Jeff Blosser, county engineer, gave a report of his department. Kenny Blair of Cook, Flatt & Strobel Engineers, delivered the county’s biennial bridge inspection report. New state inspection criteria will potentially increase the cost of bridge inspections in the future.
A public hearing was held to receive comments on the county’s plans to designate and sign certain roads as minimum maintenance roads in Town-ship 16. It was noted that the current status of the roads published will not change. They will continue to be open for public access; however, they meet the county’s criteria to be designated as minimum maintenance roads. Tim Biehler and Eugene Ecklund attended the hearing. There were no opposing comments made, and Resolution No. 2010-07 as published was adopted (Jost, Hay). Motion carried.
A utility permit was granted (Hay, Jost) to TCT to lay fiber optic lines in the Delavan area. Motion carried.
A public hearing was held on the proposed vacation of a portion of B Ave between 900 Rd and 1000 Rd in Twp 14, Rg 8. Frank and Margaret Mary Buchman attended the hearing. There were no objections to the vacation, and the road was vacated as published in Resolution No. 2010-08. Motion carried.
Bill Persinger, executive director of the Mental Health Center of East Central Kansas, presented the agency’s 2011 appropriations request for the amount of $35,375. This is the same amount the Center is receiving this year. The request will be considered when the county’s budget is prepared in a few weeks. Sally Newcomer, a member of the Mental Health Board, also attended the meeting.
Persinger also gave a report of the first quarter revenue and expenses in comparison to the amount budgeted. The report shows a deficit of $93,600.
