Minutes 6/8/2010 & 6/15/2010

June 8, 2010

The Morris County Commissioners met on Tuesday, June 8, 2010, at 9:00 a.m.; all members present.

Sharon Pittman, appraiser, gave a department report. The office must conduct a reinspection of all properties at least every six years. Properties in the upper tier of the county which includes the cities of Dwight and White City are on the reinspection schedule this year.

Members of the Soil Conservation office and board presented a power point of the various programs, projects and activities the agency has sponsored or participated in over the past year. They also requested an appropriation of $25,000 for 2011, an increase of $6,000 over this year. The request will be considered when the county’s budget is prepared later this summer.

Gloria Auchard, county treasurer, presented monthly financial reports. She discussed a new motor vehicle program that will be implemented next year.

John Lee gave the weekly solid waste and noxious weed reports.

The minutes of the June 1st meeting were approved (Jost, Hay) as presented. Motion carried.

Commissioners submitted Diane Miller’s name for nomination to fill an At-Large position on the Flint Hills Technical College board of directors. The term will commence on July 1st.

Jeff Blosser, county engineer, gave a report of his department. He was authorized (Hay, Jost) to purchase a used 26 foot trailer for $4,000 to haul the county’s backhoe and other equipment. Motion carried.

Steve Brosemer was appointed (Hay, Jost) to serve as county surveyor to survey and establish a property boundary line on a portion of vacated road between Sections 3 and 10 in Township 14, Range 8. The landowner requesting the survey will be assessed the cost of the project. Motion carried.

The commissioners referred a taxpayer to the local KDOT office about a traffic issue at the intersection of Hwy 4 and Ks Hwy 177.

June 15, 2010

The Morris County Commissioners met on Tuesday, June 15, 2010, at 9:00 a.m.;

Commissioner Hay was absent.

A renewal contract was approved and signed (Jost, Revere) with Blue Cross and Blue Shield for the county’s group health insurance coverage. Motion carried. The premium rates will increase approximately 1.2% beginning September 1st.

Sharon Pittman, appraiser, and William Kassebaum, county counselor, discussed the decision handed down by the Court of Tax Appeals (COTA) ordering the county to have an independent appraisal of all taxable properties at the Council Grove City Lake. The action is a result of a petition filed last year by a property owner at the lake. The county counselor was directed (Jost, Revere) to file a motion asking COTA to reconsider its decision. Motion carried.

Jeff Blosser, county engineer, gave a report of his department. Commissioner Jost made a motion to go into executive session at 1:42 for two minutes to discuss right-of-way acquisition with the road engineer. Commissioner Revere seconded the motion, which carried. Regular session resumed at 1:44 p.m. The road engineer was authorized (Jost, Revere) to negotiate the purchase of permanent right-of-way and temporary easements for a bridge project on Old Hwy 4. Motion carried.

Quotes were received for 4,500 gallons of diesel and 3,500 gallons of regular unleaded fuel as follows:

The lowest bid submitted by S & S Oil was accepted (Jost, Revere). Motion carried.

Jennifer Kassebaum gave the weekly emergency management report. The Kansas Governor declared an emergency due to recent flooding, and Morris County is one of the counties included in the declaration.
