Minutes 02/03/09 The Morris County Commissioners met in regular session on Tuesday, February 3, 2009, at 9:00 a.m.; all members present.
Sheriff Coover presented a renewal contract with the Chase County which provides for the housing of Morris County prisoners in the Chase County Jail. Morris County will pay Chase County $40 per day for each inmate when five or more are housed in the facility and $42.50 per day each for four or fewer prisoners. The contract terms are effective January 1, 2009. The contract was approved as written.
Sheriff and Commissioners discussed the notice addressed last week that Morris County is eligible to receive communication equipment valued at approximately $94,000 through the Northeast Regional Homeland Security Council. Commissioner Hay made a motion to accept the equipment and to execute a Shared User Agreement with KDOT which allows Morris County to operate the equipment on the state’s communication system. Commissioner Revere seconded the motion which carried.
Sheriff Coover will be the county’s point of contact for the distribution and management of the equipment.
Action was taken (Hay, Revere) to accept a quote from General Services Administration (GSA) for two (2) 2009 Chevy Impala vehicles for the Sheriff’s department for a total cost of $40,299.00.
Jim Reagan, administrator, gave the monthly hospital report. There were 67 ambulance runs made during the month of January. Reagan explained the procedure for responding to emergency calls when a patient or family calls for an ambulance from a neighboring county. The Morris County Ambulance service has an obligation to respond to 911 calls in the county, however, a patient is not charged if they chose not to use the service.
Pete McKenzie, Parkerville Mayor, requested that a couple of streets be added to the county’s chip/seal projects this summer.
Several 2008 tax abatement orders were approved.
The road superintendent and foreman gave a department report. They gave a status report of bridge project 64 C-4269-01.
The preconstruction conference for project 64 C-4268-01 has been rescheduled to February 24th at 11:00 a.m. at the community building.
No decision was made concerning bids received last week for a used loader. The county may consider a lease purchase agreement and will explore local banks for interest rates.
Action was taken (Revere, Hay) to purchase a 14” planer for $7,300 from Bobcat of Salina.
Kaw Valley Engineering will take core samples on a bridge deck located south of the Kelso church to determine the extent of damage on the deck.
Action was taken (Hay, Revere) to approve the purchase of an upgrade to the county’s public works program. CIC will install the program for a cost of $2,025
Murphy Tractor offered to extend the warranties on two (2) 2003 John Deere motor graders from six years to seven years. The cost for power train only is $2,546 on each machine and the full warranty is $3,990 each. Action was taken (Hay, Revere) to sign an agreement with Murphy Tractor for a one year warranty extension on the power train only for motor graders MP13 and MP15.
The minutes of the January 27th meeting were approved as presented.
